Black mould in flat

My daughter's flat has mould and it travels up the inside of all the flats in her block, they have tried various things to get rid of it like bleach and mould treatments but it always returns!! any ideas, thanks in advance

bill: the OP states that the mould travels up the inside of all the flats in the block - so I don't think that the solution is as obvious as you suggest.
Thanks The Builder & others for help & advice, our Bungalow was built in the 70's, the previous owners had cavity wall insulation installed, our central heating comes on about 6am until 9 am & then as & when required during the day. We leave the window open after having a shower & I wipe everywhere down including the shower curtain.We do get a lot of condensation around the cistern & I leave a towel underneath, my husband is disabled so cannot help me, so find all this difficult to deal with, would it help to get a builder to paint with the special paint you refer to, the only snag I see is I love the colour I have (lilac)
Birdie, my sister buys little pots of intense colour that she mixes in with white paint. She only uses a little. She does this to save money because she says the basic white paint is cheaper, plus she can mix up the colour of her choice. I don't see why you can't mix these little intense colours with a special anti-mould paint. Perhaps Builder or someone will know if it's ok to do this.
Thanks notafish sounds like a good idea if it can be done, would be so happy to get this sorted as it looks so bad & fortunately only happens in the bathroom.
