Another Rip Off from the DVLA for MONEY....
26 Answers
Had a notice in the post today that I have to send in an up to date photo for my driving licence.
Not really a problem but, they want £20,00 + my cost of passport photo being taken, which is nearly a 3rd of my weekly pension.
When I think of how much money I have paid them over the years, I think they are taking the p1ss!!!!!!!!

"If you still have a paper driving licence you don't have to worry about ten yearly updates though you must still notify DVLA of name or address changes.
Parliament has given powers to recall all paper licences so the more secure photocard licences will be held by everyone, but no date has been set for this and the government is well aware that it would be controversial to make everyone buy a new licence. "

Problem with that is they dont issue paper licences anymore. So if you move house and are required to inform them the new licence will be a photocard one.

the aa link seems misleading on the change of address of paper licences.
directgov says you need to send a photo.

Taken from the web
// The first people to receive photo driving licences in 1998 are being told by the DVLA that they must be renewed, or they will become invalid.
As well as invalidating their driving licence, drivers who fail to renew their photo can be prosecuted for failing to surrender the old licence and supply a photo. If convicted, drivers face a £1,000 fine.
The DVLA are writing to every licence holder but many drivers have changed address without informing the authorities, which is an offence. //
