What about police wasting their own time and taxpayers money. I dont think it needs two of them to collect evidence as I witnessed in an estate agents office the other day.

There is no such offence; it is though an offence under The Criminal Law Act to cause any wasteful employment of the police.
It sounds as if you wish to make a complaint over your treatment by the police who should not abuse their power & authority and should treat members of the public with respect. If you do it is a simple process.

I was called at a witness to a fight in Edinburgh a few years ago and I lived near London at the time.
I went up on the Sunday afternoon and got called into court on the Friday morning ( after )and spoke for less than 10 minutes.
I claimed for my expenses eg hotel bills, transport etc and they were paid.
My employer paid my full salary but I understand they recovered some of it from public funds.
I would hope if a similar situation arose today a video link could be used to avoid this wasted time and expense.
