Astra 1.7DTi x reg starting problems

I am having trouble starting, think it could either be the glow plugs or the relay, because the preheat light does not come on - but which is the relay, they are not labeled in the engine compartment, can any one help?

To find out conect a cable from the top of a plag plug touch the bottoj on the block and conect cable to live termenal and see if it glows, if light comes on its glow if not relay
