I keep getting calls on my landline that comes up as International. When I answer there is nothing on the other end for a 10-15 seconds then a bleep follwed by a recorded voice that says 'thank you. I'm worried that this is some kind of scam. Can I get ripped off by incomming calls?

No - there is no way you can be charged for incoming calls on a landline.
These are junk marketing calls from overseas scumbags trying to sell you something. The call is silent because they happen to have no available operator at the moment that you answer the computer generated call.
These are usually call centres based overseas using random diallers. The machines make more calls than can be dealt with by the sales team and many therefore drop out. If no one speaks immediately I always hang up so I do not get embroiled with someone wanting to sell me insurance or accident claims etc.
If you have no expectation of genuine calls from abroad just lift the receiver and either just drop it back in the cradle or leave it off the hook for a while.

If you are not expecting an international call, don't answer them. Let them go to the answermachine.

They are usually scams from India, claiming to your computer has a fault.
