I have had to reinstall windows and the keyboard has changed @ is now at shift 2 but I have lost the pound sign I get # instead . Is there a way I can get the pound back? I cannot find it anywhere else. Please please help

Go into the language settings, it defaults to US settings and their keyboards are the way yours is now.
Your numbers are jumbled up, I get that sometimes - the only way I get it back is to restart the computer.
Rebooting won't help. You need to go into the region and language settings in Control Panel and set it to UK.
I'll try that myself next time, daffy!
It usually only changes to US after a crash or after reinstalling Windows as the op has, sometimes a software install does it but that is rare.
