What Do I Do If I Get This Job?

I have two goldfish which I won from the fair a year and a half ago. They've been in the same tank together all the time- and both seemed Ok with each other. However one has grown very big, whereas the other has stayed quite small. The larger one keeps eating all the time, nibbling on all the plants in the tank when all the food has gone, yet I never see the small one eating.
Recently, the larger one has started to chase the smaller fish around- causing the smaller one to retreat underneath the bridge (where the larger fish can't fit). I can't see any physical signs of damage to either fish- but could this chasing be bullying, or is it how goldfish play?
