My in-laws dug up 1/3 of my garden for an allotment and have now got bored of it. I just don't have time sadly to tend it but wondered if could rent it out locally. Are there any rules and regs about this?

Assuming you own the property and are not renting then there will be no problem renting out the land. Take time to get a proper lease drawn up, giving reasonable notice periods. It would be wrong to give one week's notice to quit just as the produce is ready for picking, for example.
Also make sure you clearly define access times. You may not want people in your garden on Sunday afternoons, or after 8pm, but similarly you must allow adequate access to allow for essential watering.

any idea what sort of rental i could charge - i guess I can lookup local authority ones to see what they charge
we pay 15 pounds per year for our allotment, water rates are included in this too
Why not ask if any neighbours are interested and take some produce as payment.
when you receive money from others using your property you are responsible for their safety & property.....they can sue you if this is not met.

May be better to offer the land in return for some produce.
Have you heard of the Landshare initiative? There's a website which has been set up to match up people with spare land with local people who want an allotment. You may get some more information there if you Google Landshare.
www.landshare.channel4.com/ is what you want!
