ebay seller fees

If you have sold an item and the buyer contacts you to say they cant pay, therefore still showing on your selling status next to the sold item that you are owed money, (which you will obviously never receive) will you still get charged the 10% seller fee for it? or do you only get charged once you have actually received payment from the buyer?
