As a Pro I suggest that she looks at secondhand Single Lens Reflex (SLR) on eBay.
Amatuers will upgrade long before they wear a camera out! For me a Nikon would be the best (D40,D3000,D50 etc.)
With such a camera she can kit it out to suit herself. A 50mm f1.8 lens would be ideal for portraiture . Then a hot shoe mounted flash, and so on.

We bought ourselves a Canon S95 for Christmas. This is a top compact camera, often used by pros as a backup camera. It was recently reduced into our (and your price) bracket:

Or she may want to consider the Canon EOS Rebel T3i. It is a good entry level DSLR camera. There is a review of this camera here http://www.amazines.c...882?articleid=3852882
