Basin plug thingy

Combination taps have an up/down rod fitting that controls the opening of basin plug. Under basin there are two metal rods; one horizontal & t'other vertical that fit across each other.

The vertical hits the horizontal rod to open plug but its a hit n miss method. How is this supposed to work properly & effectively?

They should be connected together to act like an elbow joint. Has the joint worked loose and fallen on the floor behind the sink?
