Yes, they can. Science is now getting over its 'objective' fixation and accepting report of subjective experience. If these experiential reports are valid, then there is no reason why they cannot be subjected to systematic methods of enquiry (and it occurs in drug trials all the time: IV: drug/placebo. DV: feelings of fear, self-reported.
