2 year old getting out Car Seat

My little escapee is constantly getting out the car seat no matter how tight he is tied in. Only the other day I had to stop and get him out the boot as he'd got out his seat and climbed over the back seats
He is now opening the car window, which automatic so cant lock it. Which makes me even more worried as he could be out the seat and window in seconds
I heard there is a clip in America they use to clip the 5 point harness together so they cant get the straps down, but its illegal in this country in case of a crash which is understandable but the way i'm going I'm going to cause a crash because i'm focusing more on him than the road
Any sugestions?

Why not try spending a bit more time with him? Play with him, talk to him but above all, enjoy him. It sounds as if you are having a constant battle with him. That can't be right!
