Basic State Pension up by £5.30 a week from April 6 and a new single tier pension worth £140 will be introduced.
As for when the actual pension rate of £140 p.w is enacted, then take your guess, but it could be a looooong peice of string IMHO.....

Probably 2015 at the earliest if it gets the go ahead !
Also,..

According to government insiders, the goal is a £140-a-week state pension from about 2016 – up from the £102.15 for a single person that the basic state pension will pay from April.

That is also higher than the £137.35 means-tested pension for the least well-off. By eliminating much pensions means testing, a £140-a-week pension will reassure the low-paid who from next year will start to be enrolled automatically into pensions designed to give them an additional income in old age.

They will know there is little risk that the income they eventually receive from the scheme will merely replace means-tested benefits that they would otherwise have received.

I'll be an OAP in a few months. That 140 sounded too good to be true. And apparently it was.
