riddle tap, cryptic question "no coin leaders in soccer game judge will give a citation (9)"

hello, I am stuck on this one as its gotten a bit complicated. its a free game I put on my iphone called "riddle tap".

the riddle starts with a white number 9 on a black background. when you turn the phone upside down a message is displayed.

"1: Albert, it's a 6.
No coin leaders in soccer game judge will give a citation (9)"

when you turn the phone back up the other way another message is displayed

"2: No, it's a 9.
blame a skeleton (5)"
