If you have a business idea but not the means to carry it out, is there anybody or any body that you can turn to whereby if they proceed with your idea you get paid for providing it? My idea is to do with retail.

Look under 'venture capital', 'seedcorn' or 'business angels'. However, don't expect to get rich just on an idea, as you have to shoulder financial risk to earn any reward.
