" is already an offence, or do you want a specific offence for those looking at an accident, how would you define the offence? looking for more than 5 seconds or for more than 10 seconds, how long would you suggest? I think we all look at an accident as we pass, it is usually causing an obstruction so we need to see it to a degree.
