a certain person i know who claims disability allowance (dubiously) of around £186.00 every 2 weeks suddenly gets an extra £25.00 (exactly) per 2 weeks, any suggestion as what this might be for....???

they are tightening up, you could always report him anonymously if you feel he is claiming fraudulently

It's called Disability Living Allowance. The highest rate of the care element plus the lower rate of the mobility element come to £186.30 each 2 weeks. It's possible the extra is due to the annual increase in rates which applies from start of April. Otherwise, it must be something different - not DLA at all.
It is not correct that alcoholics get more.
The extra will not be a winter fuel payment - that is either a much larger one off sum for pensioners or a smaller sum paid only during weeks of exceptionally cold weather.
