It was indeed to publicise the privatisation of British Gas in the 1980s. The idea was that Sid was an average man, and the average man was to be able to buy shares in BG come the privatisation.
The general feeling among the public was that these shares were only available to big businessmen. The ad encouraged people to spread the word among ordinary folk that this wasn't the case.
