Yes. You won't be arrested for it.
Is the woman the mother? Are the children brother and sister? How old are they?
How many rooms does the flat have?

Yes the women is the mother and yes the childrens are sister and brother and theres 1 flat. The boy is 16 and the sister is 19.
It's perfectly legaland no-one's business what they do at their age.

Nox what do you mean?
I mean it's perfectly legal and no-one will care how many adults are living there because at 16 and 19 people are grown up so it's none of anyone else's business how many people are there within reason.
'' The boy is 16 and the sister is 19.''

Why are you calling them children at that age?
At the age you state none of the occupants are children so it is legal . 16 and over count as an adult.
There was a family of 6 living in one room for 7 months while waiting to be housed.
slight correction to my post, as long as the 2 females are sleeping in one room and the male in another it is quite legal and not even counted as overcrowded. The room for sleeping does not have to be a bedroom it can be any room ,( kitchen ,lounge) but not a bathroom or toilet.
However this would give you extra points on the local council housing list if a non bedroom has to be used for sleeping.
Eddie, it's a studio flat which means it's one room. Kitchen/living/bedroom.
Has anybody read mamya's Shelter link because it seems to me that they are overcrowded as the law stands at the moment. But I've got a headache and might not have read it right. :-(
If the property is owned though, that doesn't count.
We have not got enough information, which is why I posted a general link.
Where exactly do they all sleep then?
I was living in a bought studio flat with my 3 year old daughter and was given a council house on the grounds of overcrowding.
If its council property then you can complain and argue that its not a big enough property for you. But if it is your own property - then surely its no one's business. Is there a legal side to this? I dont think so.

However, you must be a bit overcrowded. If I was a 19 year old girl, I certainly wouldn't want to sleep in the same room as my brother and parents.
are you the 16 year old boy Ryan, and you feel uncomfortable with the situation?
