In the world of rhyming slang the first syllable is used to mean stolen jewellery (because the rest of the word rhymes with jewellery).

Cannot see where 'stolen' comes into play. Sorry.
stolen = taken from/derived from ...
Tom is slang for stolen goods
'Tom' in Cockney means stolen, 'Foolery' is rhyming slang for jewellery.
Ah, thank you. Always thought 'Tom' was a hooker (prostitute)
