If cost is your main criteria go for the cheapest, if performance go for the fastest.
For general computing I doubt if you would notice much difference between the slowest and fastest.
If you are getting a PC built then go for an AMD chip, you get much more power for your money.
Intel chips have always been overpriced compared with AMD chips.
