Can I use liquid tomato feed to feed my lavander plants

Sure... especially if you're feeding your tomatoes blood or bone meal. Lavendar does well on our tomato food here in the western U.S. Sadly, though they are nearly an annual here since they don't usually survive our harsh winters. Still love 'em though, even if just for the season...
for the summer to promote flowering but don't feed after August and give them a handful of bonemeal in September
