why did the queens Bentley have no road tax or number plate ?, I thought all cars being driven on the public highway had to have both of these.

Driving tests were introduced in 1935 so for anyone to have a licence without passing a test must have been born no later than 1918, making him at least 94. My father, born in 1916 never sat a test but had a licence. He never drove after the war but kept his licence up because if he had got a car he would have had to sit a test otherwise.

My father learnt to drive in the WW2 and was issued a licence after the war, without taking any test.

I suppose the numbers involved, along with a lack of testers and other more pressing problems, meant it was necessary.

A period of a year granted for wartime provisional licences to be converted into full licence without passing the test.
When I was in the forces I drove most of the military vehicles there was, I never had Insurance or tax!

I did have a numberplate but it was not on the police database.

I did need the relevent licences for different vehicles though.

In Ireland in the late 70s a lot of people were given full licenses without having to take a test, because the waiting time for a test was so long. Those in receipt of free licenses seem to be the dithering old farts holding everyone up now.
There seem to be quite a few people with driving licences who have a general demeanour of not having taken the test. The Queen isn't one of them.
