A lot of 'knife crime' only comes to light as the result of an arrest/stop eg: Paul gets pie-eyed and arrested for d&d and when searched at the station is found in possession of a lock knife so a 'knife' crime is recorded.

sandy, i am not convinced that it would work. It seems a badge of honour for some to be carrying a knife, posing like some gangster.
if you are in a gang then it's supposedly cool to carry one. Not so cool when someone gets murdered, but some don't seem to care. So sending them down for a long stretch will just get them off the street, not sure it would be a life lesson to his gang members.
