Setting up a WiFi network

At the moment I access the internet with both my Acer Aspire 5315 laptop on Vista and my Kobo Vox ereader, by wifi. This is supplied to me by my next door neighbour who runs a LAN for the benefit of local villages with no internet connection.
He feeds it direct to me, so I have no router or telephone connection.
In a few weeks time I am moving from my present address to a new address that will not have a landline at first.
Anticipating this, I have purchased a dongle (T- mobile ) and I can get onto the internet with this on my laptop, so when we move I should be OK with the laptop, but it is my ereader that I am concerned about, as this will not work with the dongle, it needs wifi.
I have contacted Kobo and they inform me that it is possible to set up a wifi network from my laptop using the dongle.
Can anyone inform me how I can do this please?

Get a router that will accept a dongle, such as this one:

Your link, rojash, seems promising, i will look into that further and see if I can get it set up before I move.
