Then it was the reverse of today's flag; the red was at the hoist .However it was only used as a naval flag; it was on the naval ensign, in the top corner next to the hoist and it was also the jack ( small flag flown at a mast-head ). The form we have now became the national flag in 1794 at which time it also replaced the former tricolore on ships.So whether it's correct here depends when and in what context the flag is being used in the story.
