We have a neighbourwho has a disabled badge. However they regulary let another neighbour (who is not disabled) park in their bay whilst the "disabled" neighbour parks across the road. This incences me and I wonder if it is worth taken pics (of both cars_ and forwarding to the council. She obviously does not need it if she "lends it out" when she sees fit?

It does not belong to your neighbour to lend out, your neighbour actually has no more rights to park there than you do, these bays are more to alert someone that a disabled person may require it, anybody can park there but it would be a little selfish.
I think that if you have a bay that has been put there for your use then you should use it whenever possible. If you use another place then you are taking away a place for someone who is not disabled. Most non disabled people would not think of parking in a space for disabled even though as some know there are only certain cases where this can be enforced. I am disabled myself but am lucky not to need a bay as usually have no trouble parking close to my house so have not asked for one to be put there.
Let the tyres of the other car down while its in the disabled bay. Go out to them while they are fixing it with a nice cuppa tea and start moaning "Theres people for anything these days ,Whats wrong with you anyway? "
i think anyone can park in the bays outside homes.we had a note put through the letterboxes kindly asking people not to park in the bays if your not a blue badge holder but there is nothing legally to say you cant.its like that in our road old houses no parking spaces so neighbours save others spaces by parking far away from the car in front and then when there neighbour comes home , moving closer so they can park.
Why are you angry about it?
Are you disabled yourself, and being denied use of a disabled space?

If not, just ignore it. It really has nothing to do with you.
Oops!!
