The idea of punishing people legally for doing something which harms no-one but themselves (and that infrequently) is a bizarre one, arising from Victorian ideas of enforced morality. It is difficult to comprehend a culture that outlaws drug use (dealing, it could be argued is a slightly different matter) on the basis of potential harm, but allows smoking, drinking, deep-fried Mars bars, sunbathing, road traffic and the Conservative Party, all of which are demonstrably more harmful to society in general.
