Can someone tell me if the black substance I get around the rubber seal in my double-glazing is black mold, or simply grime? I do get a small patch of mold on wallpaper in one window.

usually mould, bit of neat bleach with a toothbrush sorts it out
It's a bit of each, just do as Chas says.
Take a stiff brush and clean the affected area with mild soap and water. Place the materials that have been affected in a Ziploc bag and seal it tightly. Apply a disinfectant (or one of the solutions listed below) on the affected area. Don’t forget to spray the surrounding area. This method will kill the remaining mold spores. Rinse the area with hot water. Let the area dry completely. If there’s excess water, you can use a wet/dry vacuum and suck it up. Vacuum thoroughly after it has completely dried up. Though vinegar is one of the good cleaner to kill mold. However vinegar is non-toxic and is a safer alternative.
