I was in doubt also
It shouldn't be 3,4 but is it 3-4 rather than one word?
I also thought that 'appropriate' might be more suitable than 'expropriate'.
It seems that how one writes pre empt is a matter of personal preference. It can be: pre empt; preempt; or pre-empt.

I always thought it should be hyphenated, we live and learn.
I always considered it to be just one word, i.e without hyphen or space, OH has a hyphen..... but this compiler has an incorrect word placement.
