Lead acid batteries have a specific energy of about 30–40 Wh/kg
Lithium ion batteries have a specific energy of about 100-250Wh/Kg

So if you want your phone to weigh about 6 times more than it does now then by all means use a lead acid battery in it.
...and current is not measured in volts. :-)
I can't figure out where the 15v came from in the first place, most phones run on 3.6/3.7 volts (i.e the VPC for a lithium ion battery)
Since lithium ion cells are used in some electric cars it is possibly because they are better. Lead acid cells if fully discharged regularly have a very short life, lithium ion cells although they suffer a loss of capacity over time do not usually drop below about 50% of their original capacity unless they are abused in some way.
