Do you have any graphis/photo editing software on your computer. If so, you need to look for the resize or resample options. There is a difference - resize changes the size of the image, resample changes the resolution.

Always save the file as a different name so that you dont overwrite the original.

If you dnt have any relevant program, and you have a pc, download Irfanview. It has options to alter photos.

Remember you can take resolution out of a photo, but you cant put it back in.
Why don't you ask the people holding the competition what 'low resolution' means?
Are you sure they didn't say high resolution?

A high resolution image can be increased in size without losing much quality. If a low resolution jpeg is increased in size, it looks awful. The lower the resolution, the lower the image quality.
wildwood is right that would be a very odd request, check they don't mean high res.
some email providers give you the option to alter (usually reduce) the picture's size; does yours do so?
Low resolution photograph means the size of the photograph is made up within lesser pixels which will decrease the quality of the photograph compared to the high resolution.
