Bitch In Heat
For the past two out of three nights, there has been a woman with two collies on leads and one of them is in heat.
My black Lab Toby who is normally well behaved, just puts his nose exactly where it shouldn't be a stays there.
This stupid woman just keeps on walking and as I'm not too fleet of foot, was nearly out of site before I could catch up.
What is the "etiquette" for dog owners with bitches in heat?

So all other dog walkers with male dogs have to put their dog on a lead because of one selfish woman? No way. Let him fill his boots Chrissa, perhaps she'll learn then - not really.

Sounds very much to me as if those people happy to stroll around in public places with unspayed bitches think that that's alright and then try to hide behind a strict letter of the law. Well, dunno what universe they populate, sure as heck ain't mine where it's commonplace for dogs to be let off the lead within reason instead of trying to guess which p!llock has the bitch in heat.
If I had an unspayed bitch, which I wouldn't, I would make sure I kept her away from other dogs for the necessary time. I saw a terrible fight once between two dogs over a bitch, one of them had to be rushed to the vet. This was in a park and the woman walking the bitch just kept walking as if nothing was happening despite people screaming because there was blood everywhere. Stupid woman.
I once had a mutt which escaped from our back garden because he sniffed a bitch on heat. I saw him go, legged it after him to a nearby field where he was happily humping this bitch whose owner came puffing up a minute later screaming at me.
I dragged my mutt off, gave her both barrels back, and took mine home while she then scuttled around the field trying to catch her randy bitch.

Maybe you should be a little more responsible and keep your dogs secured properly, my dogs cant escape no matter how many bitches on heat walk past the house.
I exercise my bitch on a lead, I expect others to keep their dogs on a lead as I do do my dogs, unless in areas where they can run free, I would not take my bitch on heat to these areas.

Ratter has hit the nail on the head....When his bitch is on heat, he doesn't take her to places where other dogs are likely to be being exercised off the lead.
The area I'm talking about is ringed with quiet roads where she wouldn't meet dogs off their leads but she chooses to walk through the middle of this small area.
To my mind and the other dog walkers who I see there, she is the one in the wrong.
