If you think about it, most jokes are at the expense of someone, either fictional or factual.
Ergo some jokes can be hurtful to some people. A lot may depend on the basis of a particular 'joke' and the degree of 'humour' exercised.
Humour is a matter of taste (or lack of it), I understand that. We cannot all have the same sense of humour, I understand that, too.
However, I must say it beggars my belief that certain jokes abound on here, considering the subject matter and possible timing of the posting. What ever happened to respect for our fellow human beings?
Furthermore, it can be a disappointment to see people posting what may be considered to be insensitive comments. One assumes that they are lucky not to have been affected personally by the 'joke'.

However I do agree with the general sentiment that some 'jokes' are offensive and should not be told. Would also make the point that you do get a mixed mag in Jokes and just like the TV you have the option to switch off.
