Has the quantity of water on earth and surrounding atmosphere been constant since the formation of the world ?

It is estimated that the volume of the earth's ocean increases by 1 cubic meter every year. Mainly from the arrival of comets and some from the out-gassing of volcanoes.
Current estimates of the total volume of water on the earth is ~1.3 billion cubic kilometres.

Thank you Graham-W for your reply.Perhaps my question should have been,does oxygen and hydrogen continue to combine to produce more water or conversly does H2O denature to revert to their atomic states.In other words,has the amount of water remained constant throught time?

Just to be pedantic kilometres is a measurement of length. Do you mean litres?

No. As I said, cubic kilometres. As far as I know cubic kilometres is a measure of volume.

Are you saying that a cubic centimetre is not a measurement of volume?
If so, what size is the 1,900cc engine in my car?
Extend the cc to cubic meter (~220 gals) and so on to cubic kilometres.
