Why has it took the police 21 years to decide to dig up a mound of earth close to where the toddler went missing?

I really don't know why it's taken so long but from reading today it seems there was supposedly 'definate' information given at the time by the family that the rubble had been there prior to ben disappearing. the further delay makes no sense either, but it's hopefully going to bring the sad events to a close for the lads family,

I was not aware that there was a time limit on how long we should maintain hope that a missing child turns up - better let the McCann's know that the clock is ticking.
