Ten thousand (and) fifty-nine million, seven hundred (and) ninety-nine thousand, one hundred (and) seventeen OR ten billion (and) fifty-nine million, seven hundred (and) ninety-nine thousand, one hundred (and) seventeen.
The “ands” are not written but they are said. I normally put a “-“ when I am writing hundreds so for 111, I would write “one hundred-eleven” but if I did that with the large number it looked confusing.
