You can adequately treat an ingrowing toenail with frequent soaks in warm water and if it becomes red and painful, an antibiotic cream will do the trick.
Now....."numbing sprays"......these are ineffective in inflammatory conditions due to bacteria and just wouldn't help. Yes, there are anaesthetic sprays on the market, but for your situation they would be of little or no use for pain relief.
I disagree with my to colleagues above, as if it is not of long standing or acutely inflamed and painful despite my advice...then a GP or Chiropodist would have little more to offer at that stage.
