e-mail Directory Equiries

I often get e-mails bouncing back because individuals have changed their e-mail address and forgotten to notify everybody on their address list. Does an e-mail version of "Directory Enquiries" exist so that we can track individuals' e-mail addresses down?

The problem is that email addresses are not controlled by anybody in the same way Telephone numbers are. You can just make up a new telephone number because of the way the infastructure works (not so hard these days with digital exchanges but anyway). But with email even I can create a new address tomorrow which I can destroy the next day.
It's too big a job to make one, would be an administative nightmare, cause you to get tons of spam email and be totally inaccurate to make it point less.
