I always thought that animals coming from abroad but not from Europe had to go into quarantine, many moons ago our two cats came back from Dubai with us and spent 6 months so, but my pal says as long as the US vet vouches that they have their history and all vaccination certs she can bring her cat straight in, is this true pls ?

The microchip and vaccination has to be done in that order, before the pet passport can be issued and only certain ports/airports/routes are approved for accepting animals. Ensure all paperwork is up to date and in the correct order or they can be seized and made to go into quarantine until they meet the requirements.
Your American friend has NOT got the right info - she needs a Pet Passport for her cats - best people to contact are our DEFRA and remind her that all petrs in flights to the UK as far as I know must travel in the correct containers in the HOLD of the aircraft. Microchips, vaccinatino certificates (and probably blood tests to show rabies vaccines are OK - are esential as far as I know.
