Just an idea....but would 'bolter' fit?

Many thanks you two,either would fit but, perhaps ROTTER is the most likely. Not a very good cryptic clue I thought.

a 'bolter' is a horse that heads off.....bolting is a 'rogue' habit in some horses.


It does fit better with the clue (rotter is not a horsey term)



I think the operative word here is the first one, ROGUE. Ergo tROTTER.
