Removingh penalty points from your licence

I have a colleague who has an SP30 endorsement on her licence dating back to August 2008. Has it expired now, and if so, how does she arrange for a new licence without the endorsement? Thanks in advance

For an SP30, although the endorsement is for 3 years, it must remain on your licence for 4 years from the date of the offence. That 4 years has now passed so it's ok to apply for a new/replacement licence.
However, since it costs £20 for the privilege, you can be sure that there are many that consider it isn't worth the candle, until one HAS to amend the licence for another reason (change of address, for example).
