How the bookies call a 'White Christmas'

Discussing this at work but not sure how true it is. I heard years ago the bookies criteria for it being a 'White Christmas' is if snow lays on the top of the British Telecom Tower in London (what was the Post Office Tower)

It's for reasons like this that I wouldn't be bothered betting on a White Christmas. Naturally you need some sort of criteria for it, but the criteria are often largely irrelevant to one's own area (or even to most people's idea of a White Christmas.
For example had I bet on a "White Christmas" a couple of years ago I'd have lost despite the fact that there were several inches of snow on the ground in our village, but the top of the Air Ministry roof in London or whatever it is was steadfastly snow-flake free. The fact that there are several other locations these days doesn't really make it seem any less daft. I'll use the money I'd lose by buying another sledge :-)
