Of course it isn't, it is just part of the big goverment "pot" of money which is spent all all sorts of things.
And considering we are in debt, and the government are still borrowing huge amounts of money, maybe we should not spend it.

Incidentally isn't it also you who has made reference to a 'big pot of money'.
So if I were to take your line of thinking I could have answered "it isn't just lying in a room somewhere," it's stored in a big Government pot, in a room somewhere". :0)

Unfortunately, as was demonstrated when the cessation of aid to India was announced, the cash will not be spent in the UK but simply given to another overseas hell-hole. The fact that such a sum might perhaps be spent on the people who had it forcibly taken from them is a complete anathema to those controlling the purse strings. Furthermore, because of the preposterous idea that 0.7% of GDP "must" be spent on overseas aid there is no prospect of the money being retained in the UK.
"Despite repeated requests, British aid officials in Rwanda were unable to provide specific examples of projects funded by British aid. Nor were they given permission to discuss them on the record. Requests for an interview with the international development secretary were declined."
