A relative of mine who has cancer is going on holiday to Spain for two weeks. She has an E111 form to receive free medical treatment if required, but she has been told that her travel insurance will not cover her being flown back to Britain if she is hospitalised because of the cancer, as the cancer is a condition she is aware of before she travels. Is there any travel insurance available that covers conditions that already exist before travelling?

Sorry that I do not have answer to your question but I would suggest phoning Direct Line etc. to see what they say. By the way, the E111 does not guarantee free medical treatment. It only enables you to claim back (some of) the cost of treatment within the EU (or at least that's all it did when I last needed to use it).
There are a lot of different kind of medical insurance, and also a lot of different insurance companies who provides you the best medical insurance, at the time when you talk about travel insurance you have to take the travel insurance separately because no any medical insurance covers the travel insurance.Before few day's i purchase insurance for my son and he is just a student.I purchased the medical insurance from https://www.icicilombard.com/student-medical/university-details.aspx?id=1288864690
