CCTV monitoring residents

Morning All
I live in a ten storey tower block which is currently standing above a building site (shopping precinct being re-developed). Some residents have thrown over a tv, two double mattresses, beer cans & bottles during the evening, not that it is condoned, but nobody working on site at night when items have been thrown over. The builders are now insisting on installing cctv on site pointing at our properties. This would mean they can see us in our living rooms, bedrooms, kitchens etc. Would this be a breach of the residents privacy & what are the regulations about cctv?
