I am not aware of this subject, I did not quite follow the question either, do you mean that he stole the cheque books and then actually managed to steal GBP 20 million using the stolen cheques? Cos in that case why not use a simple calculation to decide how many years in prison is correct - divide the amount stolen by an average years salary and thats how many years it should take in prison to make up the dept.
The judge showed his knowledge of the law when he recommended the culprit for deportation. In fact what he has done is ensured that some law firm somewhere will make a cool million because if the Uk govt has accepted that he faced persecution in Congo and granted him asylum then no court can send him back to his country to face persecution. It will not happen and there will be endless appeals and lawyers will become rich. In this case the law is not the ass but the bloke in a wig who made the decision.
