Last dearly departed Kimmy has a little headstone at the side of the path in the front garden, and I see it and remember her every day on the way to and form work. Surely there can be no objection to what you want. Make it a celebration of puss's life, and a reminder to you for the future.
I think you can bury a cat anywhere you like on your private land, but there's only one word of caution which is upsetting but true. If foxes are known to visit your garden you will have to bury it in at least two feet of earth. They have a very strong sense of smell, and not being averse to dead prey such as road kills, will dig it up, carry it off and eat it. It would be a distressing finale if a pet cat ended up in such a manner.
