Tweenie Location Filming

Why is it that when The Tweenies film an outdoor location shoot, Max and Judy are the same costume characters, but The Tweenies are puppets? What's the big deal about getting the costume characters out into the big wide world?

This is a question that has me perplexed too. The BBC press office says it has plans to take Bella, Fizz, Jake and Milo on storylines with Max and Judy, byt perhaps, they don't want the 'children' to go out on their own as pre-school kiddies should always be accompanied by adults
